Larger than normally required.
Let the cover hang down the
inside wall of the pool and
Lay Flat on the Water.
Then Put 1.5ft or so of water
on top of the cover
and Tighten Down with the Winch and Cable

How to drain the water off your cover
without a Pool Cover Pump
Attatch your Vac Head (or another weight) to your Vac Hose
and drop it into the center of the cover then stretch out
and use your garden hose to fill the vac hose with water.
Then lay the vac hose on the gound and now you should have
a full flow of water off your cover. When the water level drops
to a level that stops the siphon function simply fold the cover
back on itself and move the weighted end of the Vac Hose
to the center of the remaining water and restart the siphon.
